Need a loan for unaffordable, Affordable Health Care Law

Need $36,000 loan to pay for spouse's "Bronze" healthcare here in NJ.  That amount covers approximate $10,000 annual fee and $3000 annual "out-of-pocket" costs that are available for a 62 year old from the NJ insurance exchange.  (Medicare,  if it still exists will kick-in at age 65.)

Can pay back this loan  in 30 years with .25 percent (0.0025) interest  (just like what the banks are paying.)
